Make build workflows cache build files #91

Caches files used by cargo to make future builds run faster.

The builds took 2-5 minutes before the cache was created. I'll add another commit to rerun the builds and see if/how much the cache speeds it up.

The next builds were significantly faster (40 seconds for macOS/Ubuntu, 1m for Windows).
