As a Front-End Developer,

I WANT a "Newest List" section SO THAT I can display the newest TierList that was created.

AC GIVEN I visit the landing page WHEN I view the Newest List section THEN I see the latest TeirList

WHEN I create a new TierList THEN the TierList can be updated

Cannot continue work on this until we have TierList models.
