Update best known solutions #111

This PR updates the best known solutions for the static instances.

I've collected many solutions over time during benchmark runs. The average over all best known solutions is 163815. That's roughly 0.4% better than the baseline.

We fairly consistently get 164400-ish now. Once, I think, 164200-ish, but never much below. Which instances are the ones where we currently have the largest differences between 'average performance' and the BKS? Do you know, and if so, is there a pattern?
