[Refactoring step 1] Remove unused baselines

Step 1 of the python refactoring

• Removes all files in dynamic/dqn
• Removes all files in dynamic/supervised
• Removes corresponding if-cases from benchmark_dynamic.py and solver.py

Why: Because we do not use them, will (probably) not use them, and they do not even work at this moment.
