Part of #33. This PR:

Introduces a static tuning script that works with MPI and SMAC, and tunes basically all static parameters on a subset (small, medium, large) of the instances.
Adds a shouldIntensify parameter that determines whether we try to improve the best solution further.
Makes the stopping criteria callable from Python.

I don't know anything about MPI & SMAC, so I assume that these magical things just work :-)

I think they do, but it's honestly a bit of an adventure!
