@leonlan is this a direction we'll continue in, or are we staying with/improving rollout? I think we are staying with the original rollout. The left over time should be used to improve rollout, or to solve simulation instances longer.

I'll remove recursive rollout and pick out some useful things from this branch later today.

I'm closing this PR because recursive rollout is not as effective as I had hoped for. I believe we can make better use of our time rather than applying another rollout.
