Static tuning results and new parameter generation script #147

Part of #33. This PR:

Adds a new tuning script that generates scenarios via a Latin hypercube design, and writes the resulting configurations to toml files.
Removes the old (SMAC) tuning script.
Adds a notebook analysing the tuning results.

@leonlan this can already be reviewed, but is still a WIP - with new parameter changes coming in over the next few days.

I'm running the best three LS parameter settings right now. Once that's done (in an hour or so), I will implement the best as our default, and then this PR is ready to be merged.
