Corrects / modifies the sphinx configuration of latex and man file build meta data, including the target documentatnion name and the author list.
PDF documentation can be built via make latexpdf with a working tex instllation, and this is currently enabled on the rtd deployment, at https://bede-documentation.readthedocs.io/_/downloads/en/latest/pdf/
make latexpdf
Manual pages are built via make man.
