I've placed this in the applications section rather than compilers for now as it does not fit with the wider compilers/index.rst description, i.e. it is not a c/c++/fortran compiler.

I'm leaning towards/considering merging the compilers/tools sections into a devtols section (with a better name), with additional C/C++ and Fortran pages which link to language docs + cross-ref the available compilers.
