This includes the version selector and ethical ads.

Also enables local testing of RTD content to allow testing of this without pushing to RTD, by enabling building with the environment variable MOCK_RTD defined

This fixes the rendered RTD content which I'd not tested when porting the theme (although i believe the version selector was broken previously)
