Create .readthedocs.yaml #181

Adds a now-require .readthedocs.yaml configuration file.

@bodgerer Assuming i've got the config file correct once merged this should fix the rtd build which is currently failing, and the test queue docs should be published.

Unfortunately this will only happen once it hits master, and I don't have permissions to skip the required review and force merge it until it works.
