IBM Compilers #60

The IBM family of compilers are available by default on Bede (I.e. no module loads required).

Should these be documented? Are they supported / intended for Bede users?
Shold there be a module for the IBM compilers which sets environment variables CC etc as appropriate?

The XL C/C++ Community Edition (xlc, xlc++ etc) and XL Fortran Community Edition (xlf etc) are available by default in /usr/bin, V16.1.1.

I will enquire with the sysadmins whether these should be supported or not, and document as appropriate.

When the RHEL8 upgrade occurs, the IBM compilers will have thier own module rather than being part of the base image, so they appear to be supported and will be much more clear
