creating a similar readme file to the one in my personal project NADEE-MJ/finance_tracker_api as well as adding some of the setup/security/doc files that go along with it however most of the info on the docs will be left as todo for the time being

Added new readme and related files in pr #21. The main work of adding all the files has been done, just need to go back and fill in all the blanks at some point. Will do that in the future in another issue. For now this issue is done.
