User information #669

The user database (normally in secrets/sonalyzed-auth.txt) has username:password entries. This was fine when it was just a few of us from UiO. But now there are users from several other institutions as well as a synthetic naicreport user. We need to find space in that file, or in a companion file, for user information so that we know who these people are and why they have access.

For the time being I will record this information in a side file but as part of #308 #228 #448 we need to figure out all of this.

(Well, the solution to #308 is probably to start using a real database for some of these tables, and I'm working on that, so probably there will be a natural solution to it all.)
