Limit the amount of SRA data to download per run/organism #30

Some organisms (e.g. Apis mellifera, > 1000) have a lot of SRA files. Put a limit in the program to not download more than user-specified number of files (default 10).

Have the max # of files be a parameter instead of hardcoded, but make 10 the default
which files to pick - random, or prefer others? Let's try random for now.
