Add new config to trackList.json #150

ColorByType/scripts /add_NCBI_annotation_track.py and ColorByType/scripts /add_OGS_track.py need to be updated to include the following (probably in the client config, e.g. here: https://github.com/NAL-i5K/ColorByType/blob/0f71e20c78ca5591ba224a7405baeced634a415c/scripts/add_OGS_track.py#L164): "trackLabels": "no-block"

@childers will update all existing tracklist.json files via git.

This actually messes the display up - we won't implement this.
