[x] make a github repository for add_metadata_to_GC_gap_bigwig_tracks.pl
[x] On the kenttools branch, change l.210 to clone the new github repository
[x] make add_metadata_to_GC_gap_bigwig_tracks.pl executable
[x] add to PATH

made executable
should be in PATH

still needs:

[ ] to be tested.
[ ] need to update README.md
