migrate custom css to hook_alter #13

the registration form has custom CS.

heres the form without it:

No value added for a generic site, maybe theres a reason for i5k in which case hook_form_alter will work just fine.

furhter consideration: this is probably for the captcha. (it should stay in hook_alter though)
