blank refseq cross ref inserted #152

when importing assembly 91111, i end up with a blank crossref to Refseq. (ie to https://www.ncbi.nlm.nih.gov/refseq/)

It appears in the formatter as well, which suggests the easiest fix is in the XML parser

<RsUid/> sometimes its just null in the XML.
