Symphony T21 Overrides datpacking #90

T21_Overrides cannot be datpacked. 0x6534284a 0xc977c536 0x28e70000 is invalid or corrupt.

0x6534284a 0xc977c536 0x28e70000 seems to be a file only containing a Parent Cohort. Maybe that's what makes the file invalid.

Original file can be retrieved from SimCity1.dat. Inserted the data from there and set for all props (which are MHW highway signs) the Random Chance to Appear to 0.
