Add the SLE Interface Manager #131

Add the SLEInterfaceManager class and all associated documentation. The new class can be used by running the ait_sle_interface_manager.py script.

This functionality still needs to be tested with SSPSim.

Merging this as is. There's 1 or 2 small cleanups that need done but we can follow up in another ticket
