Change priority order of SLE configs #95

Per @MJJoyce 's comment on PR https://github.com/NASA-AMMOS/AIT-DSN/pull/89, change priority order in SLE configs from 

SLE specific auth level > Constructor kwargs > global auth level

to

Constructor kwargs > SLE specific auth level > global auth level
