Update Tyler O'Brien as author of bch.py

Hey @kmarwah,

I'm going to close this out because we don't generally want author tags in the code base. You can read this article by Rich Bowen (probably most known for his extensive involvement at the Apache Software Foundation and Red Hat) on the general reasoning behind avoiding them. It's focused a bit on copyright notifications but covers author tags as well and hopefully explains the reasoning.

We don't always do a great job of removing them (as you might notice =D) but we'd much rather people get credit for their contributions through git, pull requests, and the tracking that Github does while keeping the code clean of extra noise and avoiding any barriers to entry.
