Set simulation configuration #98

It would be useful to have a way to get and set the simulation configuration using the aerie-cli. An example use case would be set up the config and then run a simulation, then set a new config and run a simulation, in order to do automated testing of difference scenarios.

Looks like this already exists in aerie-cli plans create-config
