Constraint Version UI MVP #1082

Constraint UI MVP should include the following:

### Tasks
- [x] Should remove model/plan specification from constraint creation form
- [x] Should add a way to delete constraint versions
- [x] Should add a place in a plan to associate constraints with viewed plan
- [ ] #1042

BONUS: Properly handle private/public constraints

Potentially makes https://github.com/NASA-AMMOS/aerie-ui/issues/494 obsolete
