UTC Time Labeling #1113

Show UTC everywhere a UTC time is displayed in the plans page with the exception of the simulation history card subset sim times given lack of space. Closes #498

Questions:

There ended up being a significant number of UTC time labels needed in the plan page, is this overkill?
Should we be displaying the UTC for times outside of the plan page?
