Allow users to re-run complete, canceled, and failed simulations.

effects.simulate takes a force boolean parameter which is passed through to the simulate query.
Simulation panel displays a "Re-Run" button next to "Simulate" when appropriate

Do you think the "Re-run" button should also go in the simulation nav bar? Also, is there a benefit/purpose to showing a disabled "Simulate" button in addition to "Re-run"?

Chatted about this with @Mythicaeda and @dandelany and we ended up on keeping this a more niche feature and making more explicit that you're re-running the same sim.
