Refactor/dependency update #1171

Updates dependencies to latest. Closes #1156.

Notes:

Vite 5.2.x does not yet appear to be compatible with latest SvelteKit though Vite 5.2.x was just released today (March 20, 2024) so that's fine.
This PR bumps minimum node version to 18.18. A future PR will bump it again to node 20.
Adds coverage report generation for unit tests which can be found in the unit-test-results/coverage directory.
