Closes #1296

A quick fix to allow for an empty repeat arguments array for a command's argument.

TEST

Upload the bananation dictionary
Create a Parcel with the bananation dictionary
Create a new sequence
Import this dummy seqJSON attached to the PR in the UI 'Create Sequence from Seq JSON (optional)'
