User can enable timeline activity dragging in read only mode from timeline overflow menu #1360

Describe the bug

Activity drag option within timeline settings menu not disabled when in read only mode.

Reproduction

  1. Make a plan
  2. Switch to role = viewer
  3. Open timeline settings menu from the right side of the timeline icon tray
  4. Activity dragging will not be disabled even though it should be, allowing users to make activity update queries that may or may not fail depending on their permissions and the state of the plan.
