Describe the feature request

Implementation of the language binding interface for VML. Provide documentation for VML lanaguage specification

Phoenix will need to support multiple projects, including projects at Lockheed Martin that use VML. Adding support for VML grammar is important for our future LM customers. Contact @shaheerk94 for VML docs if needed.
