Control + space shortcut to bring up arg hints is not working for all users #515

Issues in both scheduling and sequence editor.

Context: We learned today that it's crucial to usability of the sequencing EDSL on Clipper, as many commands have more args than the on-hover hinting can display.

Not working: Steve: not getting any hinting for ActivityTemplates parameters in the eurc model when writing scheduling rules (Chrome 111.0... / Aerie on local MacOS 13.2.1) Diane: not working in seq editor (TBD host, browser)

Working Works for me on: Chrome 111.0... / Aerie 1.3.0 on eurcdevaerie2 / MacOS Works for Carter on: Firrefox 102.9... / Aerie 1.2.0 on eurcdevaerie4 / MacOS

Another user for whom the shortcut doesn't work has tested on Chrome and Safari on MacOS, aerie-ui-1.3.0.

Does it work if you refresh the browser? Or does it just never work?

I'm going to assume the user tried a refresh, but not 100% certain. This was a report from a subsystem customer.
