Add redirect functionality from legacy detect-secrets page to new documentation path #178

Purpose

Implement proper URL redirection from the old detect-secrets documentation page to its new location
Ensure users accessing the legacy URL are seamlessly redirected to the updated documentation

Proposed Changes

[ADD] Docusaurus client redirects plugin (@docusaurus/plugin-client-redirects@2.4.1)
[ADD] Redirect configuration from '/continuous-testing/starter-kits' to '/docs/guides/software-lifecycle/security/secrets-detection/'
[ADD] JavaScript handler for hash-based redirects
[FIX] Configuration structure in docusaurus.config.js

Testing

Tested local build with npm run build
Verified redirect functionality works for the path:
- /slim/continuous-testing/starter-kits
Confirmed hash-based redirect (#detect-secrets) works as expected

Dependencies

Added @docusaurus/plugin-client-redirects as a project dependency
