This iteration provides two REST endpoints:

/catalogue/upload/ POST endpoint for uploading CSV file to populate the catalogue item table
/catalogue/ GET endpoint for fetching a list of catalogue items. This also has start_date and end_date filter query
deployment stack (cc: thanks @xhagrg for the help)

TODO:

Start working on the 2nd table for transfer status
Expose the 2nd table via REST API (CRUD will work)
Add jwt authentication
