The process for sunsetting/offboarding decision process SNWG solutions projects:

Scoring Rubric to Assess Value To:

SNWG Requesting Agencies: User feedback assessments incorporating 5-point Likert scales; agency usage of solution; change in LOS; solution-driven cost-savings; stakeholder engagement
NASA – Alignment w/ NASA goals/objectives; Positive Publicity; Societal Value
- Publications; Citations; # of Users; Impact; Use by other NASA projects
- Cost of sustaining O&M

Sunsetting by Solution Tier:

Mission/Instrument Failed or Never Funded → Sunset
Complete, No Continuous Processing → Sunset & Req. Hand-off Plan
Demonstrated Long-term Value per scoring rubric → Continue to fund until ASAP O&M Hand-Off
- Value to NASA → O&M transfer to a NASA Org (goal)
- Value to SNWG agency → O&M transfer to a SNWG agency (goal)

Preparation:

Notional transition plans in new Solution Project Agreements, based on SNWG agency capabilities
Explore ways to transfer ownership to stakeholders via SNWG Stakeholder Engagement Program (within and outside NASA; also can be commercial)
