The Project Formulation to Implementation DG signifies the transition of the solution project from the Formulation Phase to the Implementation Phase, and occurs whenever the solution project is on contract/agreement with the SNWG MO, has completed any other needed agreements, and is ready to start implementing or has completed a prototype of the solution. The Project Formulation to Implementation DG takes the form of a meeting where the Project Plan is revisited.
Before the meeting:
[ ] The SNWG MO PM and PS reviews Project Plan (if necessary) based on criteria in Table 6 & make a list of any updates needing input from the solution project
[ ] The SNWG MO PM provides notification to the solution project to review any changes/comments made to the Project Plan & a request for slides summarizing any project progress/results
[ ] The SNWG MO PC emails a meeting checklist to the solution project lead(s):
[ ] List of requested Project Plan updates (if needed)
[ ] Checklist from Table 5 (solution team should be prepared to provide status on all of these items)
[ ] Slides summarizing any project progress/results
[ ] Inventory and status of any other project agreements (if applicable)
[ ] COR and SNWG MO PM assess and confirm Budget Target
During the meeting:
Project presents status update/results
Go through checklist and Project Plan and address any questions or outstanding actions needed for SNWG MO PM to approve
The following participants vote for Go or No Go. All votes must be Go for the Implementation to be approved:
[ ] SNWG MO PM (vote at the Formulation to Implementation DG)
[ ] SNWG MO PS (vote at the Formulation to Implementation DG)
[ ] NASA HQ PgS (optional) (vote at the ATP DG or vote via email once given all presentation materials if not in attendance. If the vote is by email, the email with the vote will be stored in the solution project ATP DG folder for storage and reference)
ESDIS/DAAC representative (if applicable) should be consulted during the review, but does not need to vote
After the meeting:
[ ] The SNWG MO PM gets all necessary signatures on the updated Project Plan, if needed
[ ] Decision is documented in a Formulation to Implementation DG Decision Memorandum:
