Solution projects that have a planned operational phase must participate in an ORR. An operational phase is defined as: a period during which a project maintains an “active” product (i.e. new data is coming in continuously from operational sensors) requiring active monitoring, data processing, and/or has planned activities for versioning updates, historical processing, reprocessing, or other expansion activities with no immediate plans to hand off the operational component to another organization. If data goes to a DAAC, SNWG MO runs the ORR and an ESDIS and DAAC representative participate and serve as voting members. If data does not go to a DAAC, there will be no ESDIS/DAAC participation. (see instructions below). The SNWG MO schedules and hosts the ORR while the solution project is responsible for preparing a slide package addressing the entrance criteria listed in Table 3.
