Solution projects that have a planned operational phase must participate in an ORR.
An operational phase is defined as: a period during which a project maintains an “active” product (i.e. new data is coming in continuously from operational sensors) requiring active monitoring, data processing, and/or has planned activities for versioning updates, historical processing, reprocessing, or other expansion activities with no immediate plans to hand off the operational component to another organization.
If data goes to a DAAC, SNWG MO runs the ORR and an ESDIS and DAAC representative participate and serve as voting members. If data does not go to a DAAC, there will be no ESDIS/DAAC participation. (see instructions below).
The SNWG MO schedules and hosts the ORR while the solution project is responsible for preparing a slide package addressing the entrance criteria listed in Table 3.
Before the ORR:
[ ] The SNWG MO PM identifies members for a review board and chair
The SNWG MO PM may serve as the review chair or assign a chair
Review board members (people who can approve that the data products are ‘correct’): SNWG MO PM, PS, SE, COR, SMEs familiar with data product or science discipline, ESDIS representative, DAAC(s) representative
[ ] The SNWG MO PC schedules the ORR:
Attendee list: Review board members + solution project lead (and team), DAAC representative (if applicable), ESDIS representative (if applicable), SNWG MO Assistant PM, and Deputy PS
[ ] The solution project prepares a slide package addressing the entrance criteria in Table 3
At the ORR:
The solution project presents slide package
Review board members are allowed to ask questions
After the ORR:
[ ] The SNWG MO SE emails review materials to the review board members (slides + Review Item Discrepancy (RID) form + anything else?)
Attach RID template or provide link to RID Google Form (example)
[ ] The review board is given a deadline for submitting RIDs to the SNWG MO (e.g. 1-2 weeks)
[ ] The SNWG MO SE delivers the RIDs to the solution project lead and the solution project is given a deadline to respond to each feedback item (e.g. 1-2 weeks)
[ ] The SNWG MO SE sends a summary of the RIDs & responses back to the review board
At this point, the ORR is considered successful and the SNWG MO PM documents this milestone in a Decision Memorandum:
