Update API Docs Links

we have a new fancy read the docs that's better than the built in swagger docs. however swagger has the nice field expansion thing. we want to keep swaggers field expansion and get rid of the text on the swagger page, and then link everything together

1. add a link to the swagger docs’ field expansion page
2. remove the verbaige from the swagger docs and add a link to the readthedocs
