Error message when clicking on uuid for published item under the “History” tab #548

Issue Overview

This issue applies to all Campaign items—Deployments, IOPs, Significant Events, CDPIs
I think the reason why it exists is because the MI workflow changes focused on one level up (Campaigns, Platforms, Instruments)
The problem is that campaign items have their own Dashboard view with a History tab. The Uuids linked from the History table have errors.

How To Reproduce:

Go to https://admgdev.nasa-impact.net/v2/significant_event/458d84a6-9080-49d2-9de8-3b1fa78467f3/history
Click on the link under Uuid

Curator is taken to the Significant Event. They go to view History tab.

Expected Behaviour

Curator should be able to see the past significant event draft as a view-only page

Work has been merged to the canonical workflow branch, but not deployed to dev automatically. Will need to be deployed along with other bugs once everything is merged into the branch.
