11 months ago I think there's probably an additional strategy to consider, which is to refactor the current CASEI backend in order to make it more maintainable. In its current state, it does indeed require an advanced understanding of Django and various third-party libraries, but I continue to believe that the data model could be simplified in a way that allows it to be maintained by someone with significantly less Django experience.
