Tooltip on campaign timeline doesn't appear over the time bar #598

Describe the bug When hovering over a timeline bar in a campaign page, the tooltip is always fixed on the left of the timeline instead of above the actual location of the bar where the user is pointing at. image image image

To Reproduce Steps to reproduce the behavior:

  1. Go to a campaign in CASEI
  2. Scroll down to the Timeline section
  3. Hover over a green bar - notice the toolbar always appears on left
  4. Click on deployment and hover over a red or purple bar - notice the toolbar always appears on left

Expected behavior The tooltip appears over the bar being hovered.
