Adds the inferno colour map to the nightlights HD data in order to directly serve the scaled COGs (values 0-255) instead of the original RGB COGS.
A locastack instance to the local development server. Upon starting up the local development server the dataset metadata generator lambda will be run and the dataset metadata file will be saved to the localstack instance. This will allow for local testing of datasets without having the also deploy a dataset metadata generator stack.
