Develop or add to ADR on metadata design

How should climate dashboard datasets be indexed into STAC catalogues, collections and items?

Eventually this ADR or design document should include 2 major sections, but this ticket is only to write the ADR for thematic data, with CO2 dataset as an example to be used within the ADR if examples of STAC make sense:

1. Model data: CMIP6
2. Thematic data: CO2 dataset
