Water Quality - new data SF #230

New data for SF will be provided that shows percentage change of Chlorophyll (instead of absolute)

I just uploaded the "percentage" SPM and Chl_a anomaly maps for SF and NY

@rwegener2 Still confirming if we should substitute the NY, since that data was originally provided by a different team.

This data complements coarser resolution MODIS-based products we currently have for NY. It comes at low revisit frequency but at 30-m resolution, enabling identification of changes in nearshore/urban environments.
