[x] Complete Configuration Ticket Up to the following step:
- [x] Convert the keys to SSM Params (including setup within AWS)
[x] Successfully deploy ORCA into Sandbox accounts (Kris and Jayanthi) This is testing that the code changes and configuration pass without issue.

Just leaving a note here. There was a detail missing from the documentation regarding bucket permissions for the "Reports" bucket. The permission change that needed was to add these two actions

"s3:PutInventoryConfiguration",
"s3:GetInventoryConfiguration"
