• [x] Ask Ed or Madhu to restore WV03_Pan_L1B granules for 2018 from Glacier (15 days) and generate UMM-G metadata files
• [x] Once all metadata files are generated, in Prod, run Cumulus rule named WV03_Pan_L1B___1_2018:

  DOTENV=.env.prod make bash
  cumulus rules enable --name WV03_Pan_L1B___1_2018
  cumulus rules run --name WV03_Pan_L1B___1_2018

• [x] Query the CMR to check the hits count, indicating the granule count: https://cmr.earthdata.nasa.gov/search/granules.umm_json?short_name=WV03_Pan_L1B&temporal=2018-01-01T00:00:00Z,2018-12-31T23:59:59.999Z
