[x] Ask Ed or Madhu to restore WV03_Pan_L1B granules for 2019 from Glacier (15 days) and generate UMM-G metadata files

[x] Once all metadata files are generated, in Prod, run Cumulus rule named WV03_Pan_L1B___1_2019:

cumulus rules enable --name WV03_Pan_L1B___1_2019
cumulus rules run --name WV03_Pan_L1B___1_2019

[x] Query the CMR to check the hits count, indicating the granule count: https://cmr.earthdata.nasa.gov/search/granules.umm_json?short_name=WV03_Pan_L1B&temporal=2019-01-01T00:00:00Z,2019-12-31T23:59:59.999Z
