Add ORCA API calls to Cumulus CLI #277

The ORCA API Calls call a private API Gateway. We must route the API calls through the Cumulus CLI

[x] Setup a local environment and copy of the Cumulus CLI code. Ensure it works before modifying.
[ ] Determine sequence of Lambda Calls / API calls we need to do to make the Recovery workflow function for our use case(s)
[ ] Modify the Cumulus CLI to enable all of these calls
[ ] Test the workflow to ensure it works properly

Update: Getting setup for this work is done. After discovering that we need to only track the job status and not manually triggering recovery job via CLI, the priority has lowered on this task and it is now backlogged and moved to a later sprint.

@hbparache , Sorry for the delay on responding to this. When this ticket was created, we were under the impression that there was an open API for accessing ORCA. There is not. We have also already determined and worked on work arounds for the things we need to get from ORCA - closing this as 'not planned'
