Upgrade Cumulus from v16.1.1 to v18.1.0

PREREQ: #280. Upgrading Terraform must occur before proceeding with this Cumulus upgrade.

• Checkout and pull the latest code from the main branch and create a new branch named cumulus-upgrade-18.1.0
• Cumulus v17.0.0:
  • [x] In config/terraform/terraform.tf, change the version of the AWS provider from ">= 3.14.1" to "~> 5.0"
  • [x] Run bin/set-cumulus-version.sh 18.1.0
• ORCA v8.1.0
  • [x] In app/stack/cumulus/orca.tf, add the following inside the module "orca":

    region = data.aws_region.current.name

• [x] Run make all-init
• [x] Run make all-up-yes
• [x] Run smoke test in sandbox
• [x] Open PR
• [x] Merge PR once approved, which triggers deployment to UAT
• [x] Run smoke test in UAT

We attempted to upgrade ORCA to 9.0.0, but this caused deployment to fail with a cycle error:

I will post this issue in the cumulus-internal channel in the EOSDIS Slack workspace to see where I should report the issue.
