Destroy Cumulus UAT deployment in csdap-cumulus-uat-7469 #294

The CBA UAT Cumulus deployment is fully functional, and the original UAT Cumulus deployment in account csdap-cumulus-uat-7469 may now be destroyed by following the "Destroying a Deployment" instructions in this repo's docs/OPERATING.md file.

Acceptance criterion: all AWS resources related to the Cumulus UAT deployment in account csdap-cumulus-uat-7469 are destroyed.

All resources have been destroyed, with the exception of the csdap-uat-internal bucket. Due to the large number of s3 access logs (~3.8M) that have been written to the bucket, I added a lifecycle rule to the bucket to automatically delete them, as per general AWS guidelines for emptying a bucket containing many objects. This may take a couple of days to empty the bucket, but afterwards, the bucket itself may then be deleted.

I will leave this open as a reminder to check the bucket in a couple of days to see if it has been emptied. Once emptied, I will remove the bucket.

The csdap-uat-internal bucket has been emptied and delete. Destruction of the Cumulus UAT deployment in account csdap-cumulus-uat-7469 is complete.
